Hierarchy of interest can be classified into three core, middle range and long range interest. Core interest also known short range interest. The interest is very valuable and important hence, state must commit their very existance to preserved and protect it. State must willing to make ultimate sacrifice and dare to fight in order to achieve th interest. In fact, it somehow become the life blood of nation. All their effort must be given 100% to achive the interst.For example, interest of United States to protect state security fro terrorism. Therefore they willingly send their army to fight at the Afghanistan to against terrorist.
Then, because the interest is so important so there is no compromise in term of time. State must achieve it all the times. state may be or may be not imposed demand of other states. If it so urgent and valuable, but then, state doesnt have alternative to achieve it, so state might seek help from other states to achieve it for them. however, state itself also can achieve it on their own without help.
Middle range interest are important but it not so important and valuable as core interest.Commitment to their achievement are serious and sometime limit may attached to them. Beside, there is compromise in term of time limit in which it can be delay to achieve it. There is lap in commitment where state ca wait to achieve. When there is a opportunity, state will acheive the interest. normally state will put demand on other states to achive the interst but if not it is still fine.
Finally is a long range interest. Long range interest is not so important and not so valuable. it does not require full commitment to achieve it. State can comprmiseand can achieve at any time. But then, if state cant wait they will forget the interest. normally, state will not put demand on other states. however, in some cases state do put radical demad to other state to achive the interest. for instance, Soviet Union put pressure from it alliance to spread communist ideology.
