One characteristic of foreign policy where it can cope with different and new environment.strategy is besides, it means to make itself being comfortable eventhough it require changes.It require individual to change in order to achieve it purpose for survival. Therefore, the strategy must ready to change and adapt with new situation. it must be pragmatic, flexible and cannot be rigid. It must make favorable to himself. Adaptive behaviour also means that foreign policy must have a room of review example like every 5 years. Meanwhile behaviour is refer to the action or policy outcome of the state. If state cannot change or influence the behavior thus state need to change the strategy.
